Our History

Who We Are

In 1977, a Seattle juvenile court judge concerned about making drastic decisions with insufficient information conceived the idea of volunteers in the courtroom speaking up for the best interests of children who had experienced neglect or abuse. That judge was David W. Soukup. From the first program has grown a network of nearly 950 CASA and guardian ad litem programs that are recruiting, training and supporting volunteers in 49 states and the District of Columbia.

CASA of Hill County is a private, non-profit organization incorporated October 31, 2001.  Our office is located at the HRDC building, 2229 Fifth Avenue, Suite 135, Havre, Montana. We serve the 12th Judicial District Court which includes Hill, Chouteau and Liberty Counties.

    The Hill County Early Childhood Investment Team's purpose is to invest in and support early childhood needs in our community.

    • Reduce risk indicators and increase positive outcomes for children.
    • Increase stronger sense of community among residents.
